It is the task of the DEB to carry out the careful strategic planning work required for all the following aspects of the implementation of the ESSnuSB project:
To plan and construct a modern research infrastructure, or scientific installation, like that of the ESSnuSB project, is a very large enterprise. About 50 years of work will be required from start of the planning of the project till end of operations, more than a billion EURO will be required to cover the investment costs and several hundred physicists will be needed to carry the project through.
The planning of ESSnuSB was started around 2012. We are currently conducting a study of the project, financed by the EU H2020 program, of how to use the European Spallation Source high-power linear proton accelerator in Lund, Sweden to create a uniquely intense neutrino beam and to enable measurements of the neutrino oscillations using a large underground neutrino detector in the Garpenberg mine 540 km north of the ESS site. The current study shall result in a Conceptual Design Report by 2021.
We are as of now of the order of 50 European physicists active in the project. We will need to work out a strategy for how to eventually recruit significantly more physicists from the European and other countries to join the project. We dispose of a grant 3 MEUR from the EU H2020 program and 0.3 MEUR from the European COST Association to finance the current study work up till 2021.
In 2021 we will need to obtain further funding from EU to be able to work out a Technical Design Report by 2024. To obtain such funding will require support from the European Strategy for Particle Physics of the CERN Council, from the European Strategy Forum on Research Infrastructures and from the EU Strategy Group for Physical and Engineering Sciences as well as from at least three European Governments.
Once the Technical Design Report will be ready in 2025, support will be needed from more European governments in order to finance the more than one BEURO needed to cover the investment costs during the build-up of the ESSnuSB infrastructure in Sweden.
All this will require us to be able to demonstrate that the advanced technical developments required for the power upgrade of the already world-uniquely powerful ESS accelerator, for the development and build-up of the very innovative equipment needed to create the neutrino beam and for the design and construction of the huge 1 million cubic meter underground detector in Garpenberg 540 km north of the ESS site, will lead to scientific, industrial and societal applications of significant value for our Society.
